My Lord:-
I have the honour to report that, in accordance with the instructions contained in Your Lordship's despatch No.10 of the 11th instant, I took an opportunity in the course of a conversation which I had with Mr. Hay this morning, of referring to the request made by Mr. Wildman, United States Consul General at Hong Kong, of the Government of that Colony for the recognition of Colonel Mallory, United States Army, as Military Attaché to the Consulate General for the purpose of observing the movements of the Filipino Junta which is reported to be displaying activity in the island.
I pointed out that there was no precedent for such an application and I mentioned the suggestion that Colonel Mallory might be appointed Consul or Vice Consul.
